feat(intelligence): project monitors and subscriptions - #134

Outcome

Adds rebuildable Monitor and Subscription families to the unified Intelligence resource plane without creating a second store or authority path.

Boundaries

• validates contiguous append-only monitoring lifecycle chains
• projects current revisions and payload-free revoked tombstones
• preserves immediate supersession and persona/owner/target scope
• reports incomplete, divergent, invalid, read-failed, and unsupported state explicitly
• composes disjoint projection contributors in the Core host adapter; FastAPI remains transport-only

Verification

• repository-wide Ruff lint and format checks pass
• 65 focused resource-plane, HTTP, boundary, monitoring-lifecycle, and projection tests pass

Scope

No World/Market domain code, connector implementation, new persistence engine, authority widening, MCP-surface change, Atrium implementation, merge, or release.
